Debris Management Program Update from Northeast Generation Services

Northeast Generation Services (NGS) is activity implementing our Debris Management Plan (DMP) for the Housatonic Hydroelectric Project, FERC Project 2576. In reference to Article 410 of the license, NGS is required to collect, remove, and dispose floating river debris to benefit the recreational activities on Lake Lillinonah and Lake Zoar.

On February 14, 2005, NGS purchased a 1990 debris surface skimmer and related auxiliary equipment from Safe Harbor Water Power Corporation. An extensive refurbishment effort began which included replacing all hydraulic hoses, cylinders, defective components, sandblasting and finish painting. We also replaced the hydraulic fluid with Citco Aquamarine oil, an inherently biodegradable fluid. The restored vessel successfully made its maiden voyage on Lake Lillinonah on August 22, 2005. Plant personnel test operated the boat and we are now in the process of completing additional safety and operational repairs or modifications.

The skimmer vessel is specifically designed to capture, transport and discharge the material onto a shore conveyor. The forward motion of the vessel will divert, collect and convey the debris into its 26 cubic yard storage bin. With the side wings fully extended, the sixteen (16) foot wide front conveyor section can capture debris to a maximum operating depth of 30 inches below the water surface level. Once the storage bin is full, the vessel travels to its designated unloading area to interlock with the shore conveyor. Once connected, the boat and shore conveyor belts operate in unison to deposit the natural material directly into a waiting dumpster or truck. Any man-made material on the conveyor belt will be manually removed and placed into a dedicated dumpster for off site landfill disposal.

NGS has initiated discussions with a local firm to operate the vessel 2 days per week during the recreational season. Operations will commence on or about May 1 and conclude around September 1, 2006. Initially, the contractor will operate the boat every Monday and Tuesday, weather and water conditions permitting. We will avoid operating the boat during busy holiday weekends including Memorial Day and July 4. The Captain will primarily operate the debris skimmer within the river’s navigable channel and avoid maneuvering the vessel near the public’s boats, docks or in shallow water. The crew will be required to maintain a debris log book to document weather conditions, material description, and collection locations. We are currently evaluating the use of GPS technology as an aid in documenting the vessel’s daily historical route. Based on the daily logs, an annual debris collection report will be prepared and submitted to FERC before March 1, 2007.

NGS anticipates contracting with Complete Waste Removal & Recycling Services (CWPM) located in Plainville Connecticut to provide dumpsters, transportation and to dispose the material. All natural debris will be transported to their Hartford facility where it will be shredded for recycling opportunities. All man-made material will be transported and disposed at their Berlin Connecticut landfill located on Christian Lane. CWPM will be required to submit copies of all weight tickets to provide the basis for the annual compilation totals.

On November 16, 2005, NGS completed the installation of two 16 feet wide boat ramps at Shepaug Station to relocate the 12 foot wide “Oversized” boat between the two lakes. The installation of the two ramps was undertaken with the approval of Southbury’s Inland Wetland Commission.
